Anambra ICT agency uncovers digital gaps in 25 MDAs, moves to strengthen e-government

The Anambra State ICT Agency (ICTA) has assessed about 25 Ministries, Departments and Agencies (MDAs) as part of efforts to uncover digital gaps and build an evidence-based picture of e-government readiness across the state.


The assessments, conducted by the Agency’s MDA and Compliance Unit, covered key institutions, including the Ministries of Justice, Education, Agriculture, and Commerce and Industry, among others.


During the exercise, the team examined official websites, government email systems, digital records management, electronic payment and approval platforms, online public services, data management, cybersecurity practices, service delivery and compliance with government ICT standards.


Unit Lead, Madam Chinyelu Odigbo, said the exercise was designed to establish the actual level of digital performance in each MDA and identify areas where the ICT Agency needs to intervene.


“Government does not run on assumptions. It runs on evidence. These MDA visits are how the Agency builds that evidence, MDA by MDA,” she said.


Odigbo said the findings would enable the Agency to speak authoritatively about the true state of digital government across MDAs and take targeted action based on identified gaps.


She disclosed that early findings had revealed uncertainty over compliance with the Nigeria Data Protection Act (NDPA) 2023 in some MDAs, while records management practices also varied significantly across institutions.


According to her, the findings point to areas requiring urgent attention, particularly in strengthening data protection, records management and other aspects of digital governance.


Odigbo explained that the assessments were not one-off inspections, further explaining that ICTA would continue to track identified gaps, guide MDAs towards compliance and maintain engagement through designated ICT focal persons.


As the exercise progresses, the findings are expected to help the ICT Agency prioritise technical support, staff training and other interventions while developing a broader scorecard to measure digital maturity across Anambra State government institutions.


The initiative is part of the state’s broader drive to strengthen digital governance, improve public service delivery and ensure that government operations increasingly meet modern ICT and data protection standards.
